Thanks for the reply. Two things make me think it's not the firewall:

1) the Palm OS Debugger has no trouble connecting to the emulator when I run 
them outside of PODS.

2) I disconnected myself from the network, disabled the firewall running on my 
machine, and still had the same problem.
