Below I've included some more info on getting around
the "Unable to Launch Target Environment" problem.

I think you're right: I also run into this problem frequently,
and don't remember anyone mentioning it before you. No matter
which simulator you're using, they all have problems exiting.
Very frequently, after the simulator window closes, there will
still be a PalmSim.exe running, and it shows up in the Task
Manager. Just kill it. If it's left running, the next time
you try to start a simulator, it will get stuck and not start
up fully.
More on the target environment settings in PODS: I looked into
this a bit, and was able to reproduce the error here. There
are two places where things must be set up correctly:
1. Run... menu selection. It's necessary to "Add" the project.
Select your project before selecting Run.. in the menu.
Click on "Palm OS Application" in the left pane, then "New"
at the bottom below it. It should automatically add your
project.
On the right side, a panel with 5 tabs appears for the project.
Click on Target, and scroll down in the list to the bottom, and
select "Palm OS Garnet Simulator 5.4". You can now click Close
on this dialog box, but check me on this -- it should save your
settings. (Reopen the Run... dialog box and check, then close
it again.)
2. Window->Preferences menu selection. Select:
Palm OS Development ->
Target Environment Settings ->
Palm OS Garnet Simulator 5.4
and look at the Simulator Path field to the right. There is
a Browse button. Click on it to make sure (and you may need
to change this!!) it is set to the Garnet 5.4 simulator .exe
file in your PODS installation. The file name is
.../sdk-5r4/tools/Palm_OS_5r4_Simulator/debug/PalmSim_54_dbg.exe
Click on Open and then OK to close the two dialogs, then go back
to the Run->Run... menu selection and click on the Run button.
When I did this the first time, the Windows XP firewall dialog
popped up, and I clicked on "unblock", and it worked!
Now I REALLY have to say this once again (for the umpteenth time):
It is soooo much simpler to just forget about the PODS IDE, and start
both the Palm Debugger and the debug simulator of your choice straight
out of the Windows desktop environment, rather than mess with PODS.
Yes, I had to read a little of the Palm OS Debugger Manual to figure
out how to do it, but it was very worth it.
