Yes, and it's possible to create complete applications with it.
However, it's a little complicated to get started with, so
here are some pointers:

1. Sign up with both PalmSource's and Palm's developer programs.
2. Download PODS and related stuff from PalmSource.  Ignore anything
   having to do with Cobalt, and get the tools for Garnet (Palm OS 5.x)
   and the 68K architecture.  Documentation: make sure you have a
   copy of the Palm OS Companion and also the Programmer's Reference.
3. From Palm's PluggedIn program, get to the downloads page and download
   their SDK 5.2, which contains support for features in newer models
   that they are selling nowadays.  Also download some of the
   simulators.

If you find you don't like PODS, another option is CodeWarrior, which
costs hundreds of dollars, but some people really like it.
