I don't believe that most people want their resume on everyone's computer screen. I would certainly hope that anyone seeking help would outrightly acknowledge in their message that they don't mind receiving a direct response to their e-mail address, or that one should go to a specific web site to locate a suitable application form or more complete job description and e-mail address for contact to avoid any need to break the forum rules to respond. They need to be reminded that responding directly to anyone who posts is not consistent with the forum rules, and they need to make allowances for that.
Using this forum to seek talent isn't a big issue, but those who do so need to be aware that if they turn it into a source of SPAM, there are likely to be multiple requests for those who are sending the inquiries to be encouraged to cease to do so. (I hesitated for at least a day before I dared to ask my first beginner question in this developer forum, concerned that I would offend someone, and did so only after monitoring the other questions that were coming through it. Even then there were some complaints posted regarding the beginner level of the inquiries.) Recruiters aren't an issue; they're simply a reality. The problem arises when recruiters become so aggressive that they start posting to every forum at which there may be some programming talent without considering how focused their efforts actually are. I'm not against the practice of posting to the forum in search of help. I am opposed to excess.
