If the Palm device is working normally, then I presume the
notifications and various launch scenarios are working. There must be
something wrong with your specific app. The code sample you sent is
not sufficient to debug any further. I still have several questions;
1. Does the application have type set to sysFileTApplication ('appl')?
In other words, can SysBroadcastActionCode() find it?
2. You depend on the RuntimeInformationAlert alert to indicate your
app has been called. Are you sure you have the RuntimeInformationAlert
resource in your project?
3. I cannot tell by your code sample, but since it relies on the
values in m_wLaunchFlags and m_wCommand, are they being set/passed
correctly?
4. Are you trying to use any globals? Globals are not available to
your app when launched with sysAppLaunchCmdSystemReset.

Yes i am registering for the alarm using the same dbid.
My question is why even sysAppLaunchCmdSystemReset command is not working.
whenever reset happens the apllication waiting for this code shold be invoked
why is not happening with my application.
