Jason, This has been discussed multiple times here, and also quite recently, maybe a few weeks ago. Please see if you can check through the archives and find the posts.
Basically, PODS starts the simulator task, and tries to connect to it through networking. If either of these fail, you will get a timeout. Make sure the simulator is installed correctly, and that PODS is configured (you need to check two Preferences/Options dialogs) to find it. Start the simulator from outside PODS and make sure it runs. You may get a dialog from Windows Firewall, so that you can unblock the port.
