I have not used Tapsmart or the Treo 700p but when doing debugging on the Treo 650 I have seen the same thing. As far as I know, someone please correct me if I am wrong, the USB port on the Treo can only be used for one thing. In the Palm OS Debugger the disconnect reboots the device which also pulls it out of debugging mode. I would assume that either on the pc or the 700p in one of the menus there is a disconnect button that you would need to press.
