So, for completeness, if that's the case, then the first one that was ran will respond, because the other will find the default debugging TCP port already bound to the first instance.

The debugger just uses TCP/IP for communication, so it's probably just a matter or whichever instance responds to the request first.  I believe you can change the port number in the simulator, and in CW, however, if you're interested in controlling who responds.
