On the Treo 650, it varies with the size of the ROM image. A fixed amount of RAM is allocated to the dynamic heap, the ROM image is unzipped into another area, and what's left over is the DB cache.
So, on the 650, not only will this vary by carrier and ROM revision, if the user has customized the ROM (relatively easy (no hard reset required), with the tools currently available now), it will be different yet.
By deleting apps and language overlays on mine, I've gotten the DB cache up to 12, 927 KiB.
