The single most important test is does it work properly immediately after a hard reset and before hotsyncing? Can you do all the normal things you should be able to do with a T3 without encountering a failure? If not, then it is probably a hardware issue.
On the other hand, if the problems do not begin until after hotsyncing your apps and data back to the device, it is likely a software problem. Finally, if the difficulty occurs primarily when the device is actually connected to the PC, it may be a PC or USB driver problem. As an example of what can go wrong, Softick's Card Export II had a compatibility problem (recently fixed, by the way) with the Treo 700p. Once triggered (cause uncertain), each time the Treo was connected to the PC it would begin an unending soft reset loop which could only be stopped by disconnecting the USB cable.
