This has already been done: see PRC Explorer (see

Well, my application will not be a PRC Explorer clone...
However, I didn't know PRC Explorer, and it will surelly help me to
develop my application! :-)

That's the best documentation for the actual resource format.  PilRC
was produced by reverse engineering the output of the Palm tools and
by looking at the limited released Palm OS source that was available a
few years ago.
