Hi, LED support is very bad in the Palm OS API...I tell you this as the developer of LEDManager for Palm OS.
Basically, all you can do it get PalmOne's API from their PluggedIn program and pray that it works on your target box. As for the blinking, repeated on-off-switching will probably do it here. As an afterscript, the LED is said to be connected directly to a CPU GPIO pin, so some Arm assembly will work too - but that's gonna be different for each and every box.
