If you download the Palm OS Developer Suite from
PalmSource it includes a full Eclipse-based
development environment. I've used it to
generate PRC's quite successfully (it's using the
GCC-based PRC tools). There's a bit of learning
curve there, but it's the only environment that
has any support these days (thanks to it being mostly open-source tools).
