As pointed out in the other thread on this ML. This is seems also caused
by the perl team doing things wrong.
virtual/perl-Math-BigRat-0.260.400 says:
|| ( =dev-lang/perl-5.18* ~perl-core/${PN#perl-}-${PV} )
but there is no perl-core/Math-BigRat-0.260.400 in the tree, so the
second dep cannot be matched.

We might add a non-fatal repoman warning for these kind of weird || ()
depstrings, but even if... people will probably still not care and stick
to their broken workflow.
