I'm not so sure that it matters. Disk space is cheaper than the time
you waste dealing with horrible crashes from non-ext3.

Not that can be changed. Ebuilds rely upon /var/db/pkg and the tree
being more or less exactly the way they are. Which is a shame, because
we have a VDB replacement called 'Exndbam' that's a hell of a lot
cleaner.
