Generally it means "wait a few hours and --sync". Gentoo's generated cache relies upon Portage being able to do a cache regen for every changed package in the half hour window between rsyncs. This sometimes doesn't happen if someone changes lots of packages or a widely used eclass... -- Ciaran McCreesh
