I don't know about sun-jdk or glibc, but kdelibs is on that list because
it didn't work with an old portage version.
Instead of a blocker, a dep has been added.
If you want to remove Portage, the answer is importare, but be warned,
that that may be a *very* bad idea.
I'd rather keep Portage on the system.
