I found that paludis will refuse to even fetch if there's blocks - I
almost reported that as a bug as I think the correct behaviour when
fetching is to always ignore blocks?

I was using

paludis --install --fetch sys-fs/e2fsprogs sys-libs/e2fsprogs-libs

Have I missed something or is this a paludis bug?
