I'm not sure if anything can be done, or if it's already done and I have a broken configuration, but...
"Building dependency list..." Takes ages on both of my machines. In some cases (--dl-reinstall if-use-changed), it can take 2-3 minutes. I have no idea what paludis is doing after it prints this, but I would have thought a dependency list could be cached and only needed to be re-generated after a re-sync or change in use.conf? So I took a look at the cache options I was vaguely aware Paludis had. My "gentoo" repository seems to enable both the names cache and the write cache. However, the write cache directory (/var/cache/paludis/metadata) for gentoo repo (/var/cache/paludis/metadata/gentoo) seems to be empty? Do I perhaps have permission issues (I notice the directory is owned by root not paludisbuild)?
