I have tried to reinstall sys-fs/lvm2: "paludis -ip lvm2"

And got:

* sys-apps/baselayout [D 2.0.1 -> 1.12.13]
    Reasons: *sys-fs/lvm2-2.02.36:0::gentoo,
sys-apps/module-init-tools-3.5:0::installed
    -bootstrap+ -build -static+ unicode+ build_options: -optional_tests
split strip -trace
    "Filesystem baselayout and init scripts"
    263.54 kBytes to download
* sys-apps/module-init-tools::installed [- 3.5]
    Reasons: sys-apps/baselayout-1.12.13:0::gentoo
* sys-fs/lvm2 [R 2.02.36] <target>
    (-clvm) (-cman) -lvm1 readline (-selinux) static build_options:
-optional_tests split strip -trace
    "User-land utilities for LVM2 (device-mapper) software."

In sys-fs/lvm2/lvm2-2.02.36.ebuild from official Gentoo's tree I found
DEPEND line: "|| ( =sys-apps/baselayout-1* >=sys-apps/openrc-0.4 )"

As I remember Gentoo EBUILD HOWTO - "||" means "select one of following
package". In this case it should be ">=sys-apps/openrc-0.4"... Am I
right?

I have sys-apps/openrc-0.5.1. It is unmasked and installed. So question
is why Paludis what to downgrade baselayout???

I have Paludis 0.40.1.
