It means exactly what it says. All of these are different IDs:
foo/bar-1.2::installed
foo/bar-1.2::gentoo
foo/bar-1.2::overlay
The ::installed ID cannot be installed, because it is already
installed. Thus, paludis -i foo/bar::installed will not work.
