Back when I was managing a repair shop in 29 Palms, the dealer who had been servicing our area quit the business and sent a closing statement to all of his customers with balance of what they owed and where they could send a check. My boss was livid, as he had just spent several thousands of dollars on equipment through this dealer, who was now asking for payment in full, immediately.
I called Snap-On's Corporate Offices, who referred me to an office in Sacramento, who referred me to an office in Vista. The folks I spoke to there, said it was the regional office.
