Mark, I think it's not too hard to build this. You have to know something about mechanics and electronics.
And you will need a "big" helium filled balloon to take off (it has battery, motors, sensors, ...). Note that it is a indoor toy and requires a large hall to play. The Valentine's Day here in Brazil was on last friday. It would be a great gift to your wife.
