Paul-- These are machines that have not been tried to any large extent in North America. They are commonly calls WIGs, standing for Wing In Ground effect. They "fly", but only a short distance up, as the wing rides on the compressed air created between it and the ground, or water--the "ground effect."
I think that even the Russians have pretty much given up on them.
