for those who want to know; I checked the file, and it was made using adobe illustrator. The layout is full of bitmap images, and illustrator is not good at handling those. It doesn't 'downsample' the images when you save to pdf. Depending on the original image resolution the pdf's become very, very large. A normal way of handling this type of layout, is placing the graphic elements in indesign which is a proper page layout application, and then make the pdf.
Illustrator is an excellent piece of software for creating vector based graphics, but it is not page layout software. I sent them an e-mail about this, because such a large file for only 9 pages is just silly.
