Bother. I gave my wife the egg this morning (HAPPY EASTER EVERYONE) and spotted round the back a short loop which shouldn't have been there. Following it up, I found an error in my data prep (oh, what a surprise). One strip was wrongly described.
The amended optimisation result is that the "best" configuration has 5 loops, the longest being 26 segments and the shortest 14 (where a segment is the pair of quarter-circles on a strip before passing to the next). There are 1962 configurations with 5 loops - my model turns out to be one of those, but far from the best. Oh well, it's still a nice model.
