I admit, I know very little about Photoshop, but I have confirmed it also 
uses 
vectors<http://tv.adobe.com/watch/understanding-adobe-photoshop-cs6/vector-drawing-tools/>.
 Just move and rotate, if necessary, a measuring line from reference to 
target.
