The debian/ubuntu package manager has a reason for this.

I suggest that you delete the file /etc/parallel/config or even better:

Uninstall the Ubuntu package. And manual install the latest version.
 From the readme file:

= 10 seconds installation =

The 10 seconds installation will try do to a full installation; if
that fails, a personal installation; if that fails, a minimal
installation.
