I pulled on this thread:
bash: /home/pjalajas/bin/bash: No such file or directory
​and found that somewhere along the way in my testing work years ago I had 
installed an alpine filesystem in my home dir.  Removed all that, and all works 
fine now.
pjalajas@pjalajas-5520:/mnt/c/Users/pjalajas/Downloads$ parallel echo ::: a b c
a
b
c

I have just tested the installation on a fresh Ubuntu 18.04 on WSL on
Microsoft Windows 10.

It worked with no problems.

There is something seriously wrong with your Ubuntu WSL installation.

Try installing Ubuntu 18.04 afresh.
