I think the idea is that the arrow always has length 1, the tip length is a parameter that decides the proportional size of the arrow tip to the whole. Commonly the arrow is used as a glyph source, so the final length of the arrow is determined by a scaling factor.
If you just want a different sized arrow, try using the scaling in the display tab, or apply a transform filter.
