To my knowledge (and I would love to be contradicted, so please let me
know if I am wrong) it does not. I usually pass via a third party
software (in my case GRASS as I use GIS in my work) where I first
import dxf files with v.in.dxf into the native GRASS format and then
export them with v.out.vtk.
