Not directly. Even if you extracted a single block, it's still a vtkMultiBlockDataSet and vtkMultiBlockDataSet cannot be written out as legacy VTK. What is the data type of the block? You can always use vtkMergeBlocks to create a vtkUnstructuredGrid and then save out as legacy vtk files.
