Under windows you should find this file in:

%USERPROFILE%\Application Data\ParaView.

The config-file itself is called ParaView<version-number>.ini

And I guess that linux/unix installations use the same schema:
(eg: ~/.ParaView/ParaView<version-number>.ini).
