Kazuyoshi,

maybe you could try the "Anaconda" python distribution [1]?

I have been using it now for a couple of years and I can just recommend it. I'm using it under a 64bit Linux, but it's available for a wide range of operating systems, including 64bit Windows.

PyQt and NumPy are available in the Anaconda distribution.
