Thanks, but I found out what part of my problem was. In windows, the path to plink.exe had to be in quotes.

I'm not sure what process cannot start. Perhaps the locked down systems have ports blocked? ParaView uses port 11111 by default to connect to a remote server. Perhaps that is blocked? HTH, Cory p.s.
