Fix the way we do encodings. For read if the FileHandle doesn't have one
specified, fall back to the platform default encoding. For writes we fall back
to the binary encoding. This fixes some of the build errors I saw earlier, is
much closer to the weird way it used to work, and gets us much further in the
build
