[build] revert parrot_old linking regression in windows
Fixes GH #1138
Several non-exported symbols appeared when linking the pure O_FILES in
parrot_old, and not as library. This exposes typical visibility problems,
which should be fixed later. For now just revert to the old library linking
and just use O_FILES when needed: i.e. darwin and debugging. See GH #1096
