PackFile API refactor part 3. See GH #1170
Leave some Parrot_pf_ConstTable_ functions in the API.
Add a precise summary to docs/deprecations/deprecations.pod.
PackFile_funcs_register => pf_register_funcs.

Rename clone_interpreter => Parrot_interp_clone
and move it from the pmc to the API (auto-headerized).
deprecate clone_interpreter.
refactor Parrot_interp_clone s => interp
