There's no relationship between them. Actually, tools/build/dynoplibs.pl
and tools/build/dynpmc.pl have already been replaced with makefiles in
the Parrot build process. But, the scripts haven't been removed yet
because some external languages are still using them. (Note that the
scripts only work when run from the Parrot build tree, they don't work
from an installed Parrot, so any language still using the old scripts
won't be able to build from an installed Parrot.)
