FWIW, Rakudo uses the ChangeLog for the longer detailed view of what has changed in the past month. The big ticket items/overview go into Rakudo's release announcements, and the full text of the release announcements are kept as individual files in the repository (in docs/announcements). Rakudo does not maintain a separate NEWS file. IMO, Parrot's "ChangeLog" file as it exists now has very little value -- it appears to simply record release dates and managers.
