On the roadmap, item 10 was "mark API functions with PARROT_API" and
item 45 was "review deprecation policy (limit scope? declare exceptions?
opt-out/opt-in?)".
If I recall the discussion correctly, the meanings we attach to
PARROT_API or alternatives such as PARROT_EXPORT depend on what we mean
when we say some feature is deprecated.
Did we reach a resolution on this? I think we need to do so before a TT
can be formulated that tracks item 10.
