I know that I personally update copyright dates of files that I work in. It's also my understanding that it's not appropriate to update the copyright date of a file that hasn't actually been updated. If the last time a file was touched is 2009, then it should say "Copyright 20xx-2009", and only get updated to "20xx-2012" when it's actually been updated in 2012.
