Here's a library proposal for the Parrot packages. This doesn't necessarily mean the libraries dropped from the Parrot packages are dropped from the Parrot tarball at the same time, we may want a more gradual deprecation there. But, we can be a little more progressive in the Parrot packages, as long as we fully support the other packages that depend on Parrot (we don't need to worry about unpackaged languages using older tools).
