#70: rename compilers/pirc/new to compilers/pirc/src

the directory 'new' should be either removed or renamed to 'src'.
so, either the PIRC source files end up in compilers/pirc, or in
compilers/pirc/src. Either is fine.
This is a bit more than a simple rename operation; the Makefile (pirc.in
in config) should be updated as well, otherwise PIRC can't be compiled
anymore (using 'make' command).
this needs to be done.
