PDD19 says that the declaration of the hll root namespace is per file.
However the current implementation is that there can be multiple
.HLL declarations per file.
So either PDD19 or the implementation should be adapted.
I vote for changing PDD19, as redefining the hll root namespace
seems to be useful.
