#97: test installable config

Current tests do not test the installables, esp. if the prefix is
correctly set from the build_dir to the configured prefix, i.e. if
config.fpmc is linked, in contrary to the build-time config_lib.pasm
In the patch is t/tools/parrot_config.t which checks
parrot_config prefix against installable_parrot_config prefix.
In reality I also test two languages, installable_abc and
installable_perl6 with strace for invalid path accesses, but this probably
not possible within this simple framework for now.
