#100: Implement :slurpy and other PCC flags

PIRC emits correct bytecode for calling functions, but none of the special
PCC flags, such as :slurpy, work.
:slurpy, :flat, :named, :optional, and :opt_flag must all be implemented
correctly. There's currently something wrong with bytecode and/or flag
setting.
THis must be fixed.
