This also uses now always PARROT_RUNTIME_FT_PBC with
Parrot_locate_runtime_file.
Favor .pbc over .pasm over .pir
See also TT #128 which adds the PARROT_RUNTIME_FT_SOURCE functionality to
Parrot_locate_runtime_file()
