More mingw fixes, analog to cygwin: [[BR]]
- link directly to dll to protect against already installed libparrot
[[BR]]
- add importlib for mingw for easier installation [[BR]]
- force gcc.exe to gcc for Makefile check [[BR]]
Tested with vanilla and strawberry perl [[BR]]
