make headerizer

should update function documentation in the PMCs in addition to the
standard C files. Gives us all the same benefits that we have for the
function docs currently.

have the (now correct) function docs in both the PMCs and generated C
files, but that's OK. (docs are generated from the PMCs, and most
developers are going to be reading them from the PMCs)
